Nakheel plans to install individual Chiller Meters in Discovery Gardens

When the Economic Crisis stepped in, most of the properties in Dubai have become affordable because of the fact that their values have dropped down almost half of their original prices during the peak years. As a result, there were no properties that escaped from such devastating financial phenomenon, especially those which are located in prime locations such as Dubai Marina, Palm Jumeirah, Discovery Gardens, etc.

In particular, after three years, Discovery Gardens,  a Nakheel Properties’ residential community project that consists of six themed-communities including Zen, Mediterranean, Contemporary, Mogul, Mesoamerican, and Cactus Courtyard Gardens, will be no longer affordable next year because of the developer’s new plan to have individual chiller meters to be installed across the 291 buildings.
 
According to Nakheel’s Spokesperson, he said that the company is planning to start the installation as early as possible in 2013 that will take around 1 up to 6 months to complete.

Now, if once completed, every tenant who will rent a one bed-room unit that has approximately 1, 000 square feet, for instance, needs to pay between AED5, 000 and AED7, 000 per annum; and additionally will pay a monthly cost of between AED417 and AED583 as well as the so-called ‘Housing Fee’ with 5 per cent for Dubai Municipality.
 
So far, as informed by Nakheel, the Real Estate Regulatory Agency (RERA) has already started asking all the registered Interim Owners Associations (IOAs) in Dubai to individually install chiller meters to every residential apartment in Discovery Gardens. As a matter of fact, it is in accordance with the following Association Constitution Clause 65: "RERA may enforce the owners association to install separate meters for all units and common areas for all utility service providers and may even enforce the utility service suppliers to separate the utility fees of the common areas from the fee for the unit owners. The utility service providers are also required to submit separate invoices directly to the unit owners and to the owners association for the common property. "
